Teens are the main people, but as well as adults they have terrible accidents which sometimes leads to death, not all people are lucky enough to get away with broken bones. Klobuchar’s purpose is to persuade the people to stop texting and driving. By increase the percentage of people (not) texting and driving, just like the percentage of people wearing seat-belts increased over the years by enforcing the laws.
